Inception Workshop for the Landslide Resilience Analytical and Advisory System (LA-Res) in Sri Lanka

On August 3, 2026, in Colombo, Sri Lanka, the Climate Resilience Multi-Phased Programmatic Approach (CResMPA), in collaboration with the National Building Research Organisation of Sri Lanka (NBRI) and the Asian Disaster Preparedness Center (ADPC), organized the inception workshop for the Landslide Resilience Analytical and Advisory System (LA-Res) project, with approximately 60 delegates from government agencies, disaster management authorities, research institutes, local governments, and the press .

Project Background: Sri Lanka faces increasing landslide risks in the Central Highlands and developing hilly areas due to changing rainfall patterns, climate-related extreme events, and expanding construction and development activities.

LA-Res System: A spatially-enabled platform aimed at enhancing landslide risk monitoring capacity, issuing early warnings, and building resilience strategies. The system integrates geospatial databases, sensor networks, satellite imagery, analytical models, and web-based visualization capabilities within an enterprise architecture framework.

Target Users: NBRI officials, disaster management organizations, ministries and departments, provincial and municipal authorities, infrastructure agencies, emergency response forces, and vulnerable communities.

Inception Phase Results: Consultation with 148 stakeholders across four groups (community, strategic, technical, and field users) in three high-risk landslide districts—serving as the basis for designing 8 functional modules and 42 use cases ..

ADPC Executive Director Mr. Aslam Perwaiz stated at the workshop: "This is a partnership built on a shared goal—moving Sri Lanka's landslide risk management from reactive response to proactive, evidence-based protection" for human lives and economic activities.

Next Phases: Developing a detailed technical architecture, phased software implementation, building specialized risk monitoring capacity, and handing over to the managing authority to ensure long-term sustainability.

As a partner of ADPC, ISCALE's role in this project is: In charge of the system architecture design of LA-Res—including overall technical architecture, data integration platform design, infrastructure and deployment architecture, as well as foundational architectural decisions for the subsequent software development and deployment phases.
